Live Updates: Seemandhra Elections


It's an alpha-election tomorrow for Seemandhra, the regions that will, starting June 2, form the downsized state of Andhra Pradesh. Voters will pick 25 parliamentarians and 175 state law-makers in an election that is largely a contest between two regional powerhouses -the veteran Chandrababu Naidu and Jagan Mohan Reddy, whose fledgling party derives considerable strength and popularity from the legacy of his famous father, YSR, who died in 2009 while he was chief minister. We Will Win More Than 150 Seats: YS Bharati YSR Congress Party chief Jaganmohan Reddy's wife YS Bharati has casted her vote in Pulivendula, Kadapa. Bharati came along with Sharmila and both of them expressed their confidence that YSRCP will win more than 150 seats in Seemandhra. 

YS Jagan Casts His Vote in Pulivendula YSR Congress Party chief YS Jaganmohan Reddy has casted his vote in Pulivendula just now. Jagan is contesting as MLA from Pulivendula and his relative Avinash Reddy is contesting as an MP from Kadapa. Both Jagan and Avinash have casted their votes in Pulivendula. Sakshi Distributes Money in Paper: Chandrababu Telugu Desam Party chief Chandra Babu Naidu has alleged that YSR Congress Party has distributed 1000 rupees each to the people through Sakshi newspaper. Close to 500 crores were recovered by the police in Seemandhra and every political party is involved in money distribution. EVM's Become Headache to Voters Electronic Voting Machine (EVM) has become a big headache for the voters this time as well. In most of the places, EVM's aren't working fine and in some places, to whichever party people are voting, the vote is going to a single party. Election commissioner is supervising all the areas and he is receiving the updates from time to time. TDP Speculate Rumors on Shobha Nagireddy Telugu Desam Party leaders in Allagadda, Kurnool have started to speculate rumors. TDP leaders are telling to the voters that their vote will be wasted if they cast it to Shobha Nagireddy of YSRCP. Shobha Nagireddy has died in a road accident recently and her name is still included in the list. Complaint against Balakrishna in Hindupur YSRCP leaders in Hindupur have complained to election commissioner that Telugu Desam Party MLA candidate Nandamuri Balakrishna's people are distributing T-Shirts that has Sr NTR in Sri Krishna get up. Election commissioner is yet to take up the complaint. Mohan Babu and Vishnu Cast Vote in Tirupathi Collection King Dr. Mohan Babu and his son Manchu Vishnu have casted their votes in Tirupathi. Mohan Babu's mother was also present at the polling booth with the help of others and casted her vote in the same polling booth. 

Kadapa Tops in Polling Percent within first 2 hours Kadapa district has topped in Seemandhra so far in the polling percentage. 19 percent of Kadapa voters have casted their votes so far and the turnouts are reportedly high across all the districts in Seemandhra. Other districts are as follows     Kurnool, Krishna, Srikakulam, West Godavari:18%, Nellore 17%, Prakasam and East Godavari: 16%, Chittor: 15%, Vizag: 14% and Vizianagaram: 13%. Police House Arrest Paritala Sriram Paritala Ravi and Sunitha's son Paritala Sriram has been house arrested by Ananthapur police. Sriram is at his house in Venkatapuram and the cops have got strict orders not to release him till the elections are completed. It's a Clean Sweep For YSRCP: YS Jagan After casting his vote, YS Jagan interacted with media and said that his party won't be in any hurry to support national parties after the elections. Jagan said that YSRCP will clean sweep in this elections and all his candidates will win with a record majority. Jagan added that his priority is Seemandhra's development and he would go to any extent for the sake of Telugu people. 

Jagan said that the way bifurcation was done, has hurted him a lot. 20 injured in clashes during Andhra polls Around 20 people were Wednesday injured in clashes between activists of rival parties in some districts of Andhra Pradesh during the Lok Sabha polls, officials said. Six people were injured in a clash between YSR Congress Party and Telugu Desam Party activists in Parachur in Prakasam district. Three police vehicles were damaged in an attack by villagers in Devagudi in Jammalamadugu of Kadapa district. A police officer was also injured in the attack. Clashes between activists of the two parties were also reported from Anantapur, Chittoor and Guntur districts. 

The details of the others who were injured was not immediately known. Director General of Police Prasada Rao said polling was peaceful barring minor incidents in some places. Over 100,000 police personnel and 272 companies of central paramilitary forces have been deployed as part of the security arrangements. 63% voting in Seemandhra by 3 pm Over 63% polling was recorded till 3 PM in Seemandhra on Wednesday as impressive voter turnout was witnessed in several parts of the region, official sources said. Barring sporadic incidents of clashes between workers of YSRCP and TDP and alleged attacks on policemen in Rayalaseema districts, polling has been largely peaceful, they said.

Telangana Granted, Bill Passed in Loksabha

With a voice vote, Union Government has finally approved Telangana Bill in 23 minutes of Parliament proceedings, bringing 57 years dream of Telangana people come true. Speaker Meira Kumar formally announced passing of Telangana Bill in Lok Sabha. 

After series of adjournments, Lok Sabha has begun at 3 PM as per the schedule. Prime Minister Manmohan Singh, UPA chairperson Sonia Gandhi who were absent in the morning session, attended the afternoon session. Opposition leader Sushma Swaraj initiated the debate and spoke for 10 minutes. She extended her full support to Telangana Bill. At the same time, she assured of full support to Seemandhra in the next term when they come to power. Sushma initiated her speech in Telugu. Jaipal Reddy concluded the debate with his speech. The Bill has been approved with voice vote. 

The Lower house approved AP State Reorganisation Bill that bifurcates existing Andhra Pradesh into two, Telangana and Andhra Pradesh.  Now, the Bill will be introduced in Rajya Sabha Tomorrow.

Highlight points in Telangana Bill

Following are the highlights of the Andhra Pradesh Reorganisation Act, 2013, which is also known as Telangana Bill:

1. The Bill has been drafted based on the boundaries of the proposed Telangana State as approved by the Cabinet in the meeting held on October 3, 2013.

2. Successor state of Telangana will have 119 elected MLAs, 40 MLCs, 17 MPs of Lok Sabha and 7 MPs of Rajya Sabha. The successor state of Andhra Pradesh will have 175 elected MLAs, 50 MLCs, 25 MPs of Lok Sabha and 11 MPs of Rajya Sabha.

3. There would be a common High Court and its expenditure would be apportioned between the two successor states based on population ratio until a separate HC is set up under Article 214 for the state of AP.

4. The existing Public Service Commission shall be the Public Service Commission for the state of AP and the UPSC would, with the approval of President, act as the PSC for Telangana.

5. The ministry of water resources, GoI, shall constitute Krishna River Management Board and Godavari River Management Board within a period of 60 days from the date of coming into force of the Andhra Pradesh Reorganisation Bill-2013.

6. The Boards shall be responsible for the administration, regulation and maintenance of the head works of the dams, reservoirs or head works of canals and hydel power projects as notified by the GoI on Krishna and Godavari Rivers strictly to implement all the awards made by the Tribunals.

7. The Boards shall be responsible for making an appraisal of proposal for construction of new projects on Krishna and Godavari rivers and give technical clearance.

8. The Governor shall have special responsibility to the security of life, liberty and property of all those who reside in the common capital of Hyderabad.

9. The Governor's responsibility shall extend to matters such as law and order, internal security and safety of all vital installations in the discharge of these functions. This transitory provision shall cease to be have effect after such period not exceeding 10 years.

10. The Bill provides for creation of separate cadres of All India Services in respect of the two states from the appointed day, Advisory Committee(s) would be constituted to ensure fair and equitable treatment of all employees.

11. The GoI shall help the successor states of Telangana and AP in raising additional police forces for maintenance of public order and shall also deploy one additional unit of the force in Hyderabad for a period of five years.

12. The Greyhound training centre in Hyderabad shall function as common training centre for the successor states for three years. In this period of three years, the GoI shall assist the successor state of AP in setting up a similar training centre for Greyhounds. The existing Greyhound and OCTOPUS forces shall be distributed between the two states.

13. Of the total equity of Singareni Collieries Company Limited, 51 per cent shall be with Government of Telangana and 49 per cent with Government of India. Existing coal linkages of SCCL shall continue without any change. New linkages shall be allotted to the successor States as per the new coal distribution policy by Government of India.

14. Allocation of natural gas will continue to be done as per the policies and guidelines issued by the GoI. The royalties payable on domestic onshore production of oil and gas shall accrue to the state in which such production takes place.

15. Allocation of power from Central generating stations shall be allocated to the successor states in the ratio of the average of the actual energy consumption of last five years of the relevant Discoms.

16. For a period of 10 years, the successor state that has a deficit of electricity shall have the first right of refusal for the purchase of surplus power from the other state.
